This petition is part of a comprehensive package of four referendums designed to bring accountability, transparency, and citizen participation to Williamsburg County government. By signing this petition, you support placing ALL FOUR referendums on the ballot:

PETITION TO WILLIAMSBURG COUNTY COUNCIL

GOVERNMENT RESTRUCTURING REFERENDUM

We, the undersigned registered voters of Williamsburg County, South Carolina, hereby petition the Williamsburg County Council to place a referendum question before the voters of Williamsburg County. The referendum question shall read:

"Shall Williamsburg County restructure its form of government to improve accountability and transparency by: establishing a citizen-appointed advisory board with direct policy input authority; requiring county council members to make good faith efforts to address community concerns; and granting citizens the power to recall any council member who intentionally works against the will of the people or fails to address community concerns in good faith?"

Purpose: This referendum seeks to restructure Williamsburg County government to create a more accountable and transparent governmental structure. The restructuring includes: (1) a citizen-appointed advisory board with direct policy input authority; (2) a requirement that council members make good faith efforts to address community concerns; and (3) citizen recall power to remove any council member who intentionally works against the will of the people or fails to address community concerns in good faith. These reforms ensure county government serves all residents with increased citizen oversight and accountability.

Legal Requirements: Pursuant to South Carolina law, this petition must be signed by registered voters of Williamsburg County. Signatures must be original, hand-written signatures in blue or black ink. Each signatory must include their voter registration number.

"Shall Williamsburg County require that all county council members serving on utility boards and non-governmental boards have access to meeting minutes and virtual participation options?"

Purpose: This referendum seeks to ensure transparency and accountability in all governmental and quasi-governmental board activities by requiring council members to have access to meeting minutes and virtual participation options.

SPECIAL PURPOSE DISTRICT REFERENDUM

We, the undersigned registered voters of Williamsburg County, South Carolina, hereby petition the Williamsburg County Council to place a referendum question before the voters of Williamsburg County. The referendum question shall read:

"Shall Williamsburg County establish a multi-purpose special purpose district encompassing recreation, conservation, and utilities services?"

Purpose: This referendum seeks to establish a special purpose district that will provide coordinated planning, management, and resource allocation for recreation, conservation, and utilities services benefiting all Williamsburg County residents.

REFERENDUM PETITION FORM

Referendum 4: Board of Land Use Appeals

Williamsburg County, South Carolina

KEY PRINCIPLE: BINDING CITIZEN AUTHORITY—NOT ADVISORY

This board will have binding authority equal to a Board of Zoning, with full power to overturn county council decisions. County council CANNOT override, veto, or reverse board decisions. Citizens nominate and appoint board members, and the board operates completely independent from county council authority.

Citizens have the power to challenge any land use permit or authorization and overturn decisions they deem not in the best interest of Williamsburg County residents. This is true citizen control of land use policy.

PETITION TO WILLIAMSBURG COUNTY COUNCIL

BOARD OF LAND USE APPEALS REFERENDUM

We, the undersigned registered voters of Williamsburg County, South Carolina, hereby petition the Williamsburg County Council to place a referendum question before the voters of Williamsburg County. The referendum question shall read:

"Shall Williamsburg County establish an independent board of land use appeals, appointed by citizens and not county council, with binding authority equal to a Board of Zoning to review and overturn any land use permit, variance, or authorization, including the power to reverse county council decisions that citizens deem not in the best interest of Williamsburg County residents?"

Purpose: This referendum seeks to establish a citizen-appointed board of land use appeals with binding authority equal to a Board of Zoning. The board will have full power to review, reverse, and overturn any county council land use decision or permit authorization. Citizens may petition the board to challenge any decision, and the board may overturn decisions it determines are not in the best interest of Williamsburg County residents. County council cannot override, veto, or reverse board decisions.
